Ahh, the bloom, so glad you asked!Β Β
Yes, bloom does apply to the whole scene. Brighter lights will create a stronger bloom effect. The brightness of the lights is also relative to your tone map settings. By decreasing the exposure value, it effectively increased the amount of bloom from the lights. The fog also helped to increase the bloom effect on the lights a bit as well. The trick then was to adjust the spot lights to give her enough light to stand out, yet not show too much bloom (there is a bit on her left hand/arm). It's basically the same idea to create a light saber, you adjust the light intensity on the saber to where it gives off enough light to affect the figure (or nearby features), but not so bright that it blows out all it's color. Then adjust the bloom to get the clear effect on the light saber, but not on other elements in the scene (unless of course you want them to have some bloom as well).
