Actually, I think the RB sprite might look a bit stupid but, that large tongue would make sense, because, Vampire Bats use their tongues to lap up blood they don't suck.
How they could've improved him was giving him more menacing eyes, and clawed feet rather than those stubs.

...it becomes so engorged with it's victim's blood that it's too heavy to fly. Yeah.

I remember back in my original Red version that when I used the Missingno glitch, this was one of the glitch Pokemon that I got...so I'd get to come across lvl. 80 all the time. Oh boy, nostalgia.
