While initially primative at least some iterations of Doomsday are intelligent, such as the version from the Justice League cartoon where he was a mutated superman clone, I believe it was once a plot point that evolving to sentience actually made Doomsday weaker because he had a fear of death now.

Well that and... he’s not exactly a sentient life form. though to be truthful I don’t really know what version of doomsday the DNA came from, but doomsday in most of the comics/movies is just a Mindless nonstop killing machine with an extreme hatred of everything that lives. The Omnitrix only scans and transforms its wearer into sentient/sapient beings, if it turns them into something with no sapient thought or reasoning then he goes crazy. So that is one of the big factors.
and even if he did well... it wouldn’t be good for anyone.

Well it depends on what doomsday the DNA came from. In much the original comics and a few adult animated, films doomsday was a genetic experiment made to be the ultimate life form. And this had ultimately made doomsday into a violent killing machine programmed at a genetic level to hate everything that lives. So in other words he’s an unthinking animalistic monster that has no thoughts no reasonings, he just kills everything in his path.
Now in other interpretations like kid friendly shows he is capable of sentient thought, and in the original comic continuity he did become sentient, though that was due to having kryptonian DNA spliced into his own. So in other words he’s a mixed species.
