I really love it man!! What part of it was 3D ? I mean I saw that shutterstock image, but the buildings : were their textures / little lights were rendered or added in a mysterious way in PS ?

Nothing mysterious here
I did the modeling of buildings + city with 3dsmax then I exported the renders to PS.
I use to paint and add textures over the 3d shapes on different layers with Photoshop. So, for the little lights it is just some dots over 3d shapes with "superposition" layer
