My Avatar Oc Serena doing some waterbending!This is my Avatar oc Serena! He mom is a waterbender and dad is a earthbender. She got the elemnt water but has the attitude of a earthbender! She lives in the republic city! And she yoins later Korra on her mission!

The picture is great, but the character is unrealistic. There are no 2 avatars at a time, the whole avatar system is too old and spiritual for mess ups to be realistic, as I've said to others before unless you have a story about this makes sense, I don't see this as realistic, it veers to sue.
Either you should make her a regular waterbender that helps Korra, or you make her an avatar from 4 generations after, or before Korra, or even make her something like an earth,air,or firebender, making her any generation before or after Korra that does not have a waterbender in it.
On the art piece itself, I think its alright. It looks kind of... traced, though that may be from drawing a lot of straight lines, or you simply sketched it out and it just turned out that way. The side of her face looks a little... odd, maybe you should use a smaller brush size for the details. The water is okay, but it looks strange, the texture appear to make it grainy or something, not smooth and flowing like water. Try not to rely on simple photoshop textures only, or at least experiment with them more, and study what water actually looks like when it flows. I understand you probably tried to get that 'foam' affect, but it looks more grainy then smooth. Perhaps blurring it juusttt a tad would work, but don't go crazy on the blur either.
