Modified version of a default pattern brush on Illuststudio.It's one of the brushes I most commonly use because there's nothing manlier than flying hanabiras. xD
(I couldn't find the introduction image from the website so I had to create one using my own work. >___< Please bear with it...)

Instructions:
1. Go to the Tools Options menu/palette
2. Right click on any tool option
3. Go to 'Tool Set" ==> 'Import tool preset'
4.Open the *tos file
5. Done!
Alternatively, just drag the *tos file into the Illuststudio window.

I'm afraid not! But CLIP studio has a huge material bank (assets.clip-studio.com/en-us/ ) and you should be able to find a similar brush there!

unfortunately not! It's almost impossible to create these kind of brushes in SAI. :/

You could try cutting out the petal shape in the preview image and making it into your own brush in photoshop... sorry I don't use photoshop so I can't really give you specific instructions
