It reinforces the impression that Holly is a shadow twin, and who strange it must look for the guard to see them together.

The reason Twilight has to deal with everything is because Celestia has always either got her hoof up her ass, singing Kumbiya hoping everything'll work out, or she's eating a banana or both.
