Hi, I personally think it's eighter Carcinus aestuarii or Carcinus maenas (the common shore crab). The common shore crab shouldn't live in the Black Sea, but it's invasive in many places and I'm not sure if the Black Sea isn't one of them.
Their "skirts" are in fact their abdomens with many gills and usually, they're holding it close to their body. Why they were doing that I'm not sure. It was taken on sunset (so not a very strong sun, hot weather or dry air) and they were literally sunning themselves. With my friend, we think it could be a way how to dispose of parasites on gills.
Or maybe they just like it

Now I spoke to some Crustacean biologist and he told me they should be females from genus Grapsus. I also asked about the weird behaviour and so far nobody could explain this behaviour.
