The vapour trail you see is actually cold steam, a component necessary for Suspended Animation. Round Jean's waist is a bio-regulator, ensuring his health has not been compromised as the revival process has been initiated. Whereas the jacket and outfit serve as an insulator and regulator for his functions.

Though having his mind fed with the necessary infodata concerning Spen'sar's activities, Jean-Luc is still hazy at this point about this new realm he has entered.
