For me it kinda looked like this too.

They had been raising him since he was a baby for 11 years then when he's going to leave the pack and meets Baloo and after a while he's admitting that he's his new father (ok he was mad that they wanted him to go to the man's village but come on even later in the seqel he didn't even mentioned them).
