For the hair lighting (the edges) I use a soft airbrush set to Linear Dodge. Β Which is basically a glow brush.

Oh, for that I don't use any special overlays or effects. Β I just try to pick the right colors. Β For example if you look at the front bangs, there's a highlight there which is just a color I picked and put down at 100% opacity.
For the whole hair, I treat it exactly like a sphere, I don't render out the hair strands. I do the overall shape (sphere) and then add a few details (shadow areas and highlights) on top of the sphere. Rendering it out as a sphere makes it easier to figure out where to put the value gradations and half tones.
Gradations are your friend!
