Now, this is actually based on my own family's coat of arms: [link] (in German, the image of the arms is incorrectly tinctured and mirrored) because a little self-insert has to be once in a while. Ahem.

So basically this is an illustration on how the EU's office heraldry works - nothing exciting as with Napoleonic heraldry, rather boring. The office-holder simply adds an inescutcheon with the arms of his office (Prime Minister of the Union, in this case) to his personal arms, plus eventual orders and crowns.

Argent, three axes Gules (2:1), an inescutcheon of Azure, a lictor's fasces within a circle of mullets Or. The whole surrounded by the collar of the Grand Cross of the Legion of Honour. For a crest, a maiden in red Proper holding an axe Gules in each of her hands, growing from mantling of Gules and Argent, around her skirt a circlet of mullets Or.
