I have a head cannon that goes with this one, but it's currently nearly three in the freaking morning and I don't want to type it out. Short version is; Twilight is 'helping' Shining Armor with his cadet helm by skedaddling off with the thing to polish it for drills, but failed to communicate that with her big brother. A vaudeville-esque chase through the castle ensues.Celestia is amused. The bourgeois are decidedly not.
Cadance helps. Sort of.
No, I didn't forget Twilight's cutie mark, she's very young here.

Love how fluffy TinyTwi looks. Also shows Celestia has like, half a body length worth of stride on the smaller ponies.

Probably why she takes such tiny steps.
Full stride, most would have to at least trot to keep up with a walk. And God's only help whomever was trying to keep pace with her if she decided she needed to really move.
And yes. This was borne entirely out of my desire to draw baby Twi in her winter coat.

I love how Celestia is trying not to laugh at Twilight's antics. Even if they haven't formally met yet (lack of Twilight's cutie-mark). Though I do get the feeling she's heard plenty about her from Cadance.

It's actually a fair bit oversized, the nose should stop before her nostrils and it shouldn't be anywhere near her eyes. Pretty much the only thing keeping it on is the horn and ear holes. XD

They didn't technically meet this go around. 
Besides, Cadance was her foal-sitter, and Shining Armor was in cadets by then. Chances of her never seeing Celestia before getting her cutie mark are slim.
