The whale is pretty big and the barrel he's carrying is bigger than him so it's possibly the kraken

A mutated marshmellow, thinking he's a whale, convinced by Professor Octopus (yeah, he's a bit squiddish since a nasty laboratory accident), to be his trusted pet and travelmate, carrying his comfortable barrelhabitat (wow, it looks much bigger from the inside! 
On top of it as a decoy, the perfect recreation of Jonathan Seagull, isn't a seagull at all but a balistic rocket containing the same nasty ingredients that lead to the Professors current state of being, as he's searching for a remote island where he can build his secret lair to obtain world domination after all.
