The hazy effect in the center? If you're meaning the result of the water, it's by using a longer exposure with a 10 stop ND filter.

Yes, it blocks out light allowing a longer exposure time.

thanks! just one more hting. was there a lot of light or not? it seems that f/11 with this amount of light for that shutter speed would be really overexposed. (im trying to do the same type of photography where i am now) i've been using f/29 for 5 seconds in a dark forest and if i make the shutter speed even longer it is overexposed. just trying to work this out.

I used an NDx1000 filter, because of that very reason, it was very bright, and sunny. The NDx1000 filter underexposes the shot by 10 stops, so I can increase the exposure like so.

Yeah, the NDx400, 800, 1000 are a lot harder to find, not available in most common shops.
