It's this weird glitch thing that lets you stand on top of pretty much whatever you want.
To do it you first need to have your net equiped, then start sneaking really slowly from a space away towards whatever you want to stand on, eventually you'll start to go into the object and then you'll shoot to the top. Just don't move and it'll work.
I had stood on top of the train station and walked off the back onto the tracks then walked onto the steps that would lead to the shops. I did the glitch thing on the side wall and popped up on top(Warning for that though, you cant get down afterwards, you'll just have to save and quit).
