They're actually on semi-private property, these buses had been re-sold to various schools, churches, and businesses, this is a collection of them that has been basically run into the ground and were waiting for some local repair or scrap place to buy them.
Actually, just to make it extra creepy...
The 'Sensory Center' bus has 'Rehabilitation' written on the side. Most people assume that had something to do with drugs.
It's actually a bus that was owned by one of the nearby hospitals sometime in the 1980s, and was used as transportation from the main hospital building to the Outpatient Rehabilitation buildings. The 'Sensory Center' works with infants and children who have developmental delays or disabilities. So, this bus mainly carried mentally handicapped babies and children.
The sensory center is still an outpatient building at the hospital, but it's moved since the 80s, and they replaced the creepy short buses with airport-style shuttle vans.

In our village, there are independent companies that like a taxi every day to collect disabled children in the morning and drive to school.
They also usually have old, used-up vehicles; some are also retrofitted for wheelchairs with car lifts.
It seems that certain phenomena on our planet in very different places are very similar,
