Wanted to try to draw a generic looking manga/anime girl so this is what came out

can you please offer some advice on how to draw/shade? im just starting out as an artist and id really appreciate it if you could give me some tips!

It all really comes down to knowledge and practice.
Knowledge of how different elements work together like how and where fabric folds are made, and knowledge of how light reacts to different materials.
Learn basic things like proportions for people / animals, some color theory and rules of how perspective works to get some fundamental skills.
Basically when you try to draw something new, learn about it. Use references to see how what you're trying to draw works. This'll get you a mental library of things you can use for everything. I'm really bad at giving advice but hope this gives you some ideas.

This picture is amazing. The hair and eyes stand out brilliantly because of the bright, vibrant colours. The face shape hit the nail on the head so to speak, and the hair flows in a kind of 'natural' nice way. The lighting is great too. I really like this drawing. :3Β

Frankly, the only ''generic'' thing *may* be her expression.
Personally, I find her rather great... though I'm slightly biased toward 'red hair'
