One of the greatest Sly fan villains?
Well bro I'm flattered you think so. :3 It means I'll have to work hard to expand on his character then.
Cause he'd be a lot of fun to get running when time is available.
Taking queues from my original work you really (and literally) brought the sinister Cooper into the spotlight. (Well lamplight...but we get the idea. ;3) That classic slasher Victorian gentleman's look with that dark cape with red lining to match his blood red eyes is especially intimidating. Given he possesses skills like his Cooper brethren; it makes him even more intimidating.
Sure he's based off Jack the Ripper. But given his agility and penchant for evil; he could also be a reference to Spring-Heeled Jack.
Either way; you helped bring out the sinister side of him and I really love the work you did!
I definitely need to to work on this character more!

Your own villains created for Sly Cooper have been rooted deep in those fantastic elements of science fiction and supernatural abilities. We've seen it with Miz Ruby's voodoo magic, the Contessa's terrifying hypnotic powers, General Tsao's undead minions, and Clockwerk's immortality fueled by hatred for the Cooper clan. Johnathan is less involved in such, though the mention of his dabbling in the dark occult is sufficient, combined with his allegiance to the sinister organisation seeking to overthrow Parliament is enough. It would be fair to say that before his involvement in the League of Darkness, he was also a Freemason. And yet, for all his loyalties, his acts alone are enough to know that he's just pure evil and malice, taking a sadistic pleasure in his murders and acts of terror, that befit the Devil himself.
