Description
During World War II, Nazi Submarine Captain Heinrich Zemo and his crew came into direct conflict with Allied forces in the Atlantic Ocean. His ship, the Baron, took heavy damage and began to sink. The submarine eventually sank and rested at the bottom of the ocean. As the crew contemplated suicide, they were miraculously saved by people who could breathe underwater. The people took the to the lost city of Atlantis. The King gave them a choice; stay here for the remainder of their lives or be released to the sea.

Being released would mean certain death so the crew chose to stay amongst the people of Atlantis. Time grew on and they took wives and settled down. Captain Zemo even had a son, Arthur Helmut Zemo. Captain Zemo marvled at the advantages that his son had....increased strength, stamina, breathing underwater, and speed in the water. That coupled with a dazzling array of highly advanced weaponry, Zemo molded his son into a warrior of honor who soon became the Captain of the Atlantis Guard.

One day, the Zemos were out amongst the walls of Atlantis and his father brought him down to where his submarine had sunk. Arthur saw his dad's old ship converted into a base of sorts. It had storehouses of weapons and technology and small vehicles. "Arthur, the sea has many enemies. I used to be one of them. If something were ever to happen, use this which I gathered for you."

The elder Zemos were damningly prophetic. As they returned to Atlantis, the city was under siege by The Devilray. Arthur rallied the guard and drove them off, but at a high cost...his own father's life. Ashamed, Arthur left Atlantis vowing not to return until he can bring Devilray to justice. To that end, he watches from his submerged base of operations. He also joined the Masters of Justice when it was revealed that Devilray was a member of a larger organization called the Legion of Vengeance.
