My headcanon is that Fleur is a "plainclothes" (i.e. not required to wear armor except in certain situations) member of the Royal Guard. Normally she's assigned to Fancypants as "escort"* because of how important he is, but sometimes she body doubles for Celestia (using some magic hair treatment and a fancy dress to hide her lack of wings). Hence the official membership in the Guard.
*Whether it's a professional or personal relationship doesn't really matter.
