Sun Wukong ("Soon Woo-koh-ng"). Or in the Japanese reading of on'yomi, Son Gokuu ("Soh-n Go-coo"). It is written in Simplified Chinese as opposed to Traditional (which could also be used for Japanese kanji).

Sorry, the texture is what makes the whole thing. I understand many prefer dark backgrounds but this isn't the kind of pic that can be dark and still look good. ):

I thought of Okami before I even read the description - Wukong makes me think of the monkey brush gods! He looks so cute in his little cloud, I love the paper texture, it really finishes the look and gives it a nice touch. Nice, soft colours and a good composition, this is just adorable! Good job (:
