This reminds me a lot of Gray Fox from Metal Gear Solid, along with something else I can't quite put my finger on. It's quite nice, if I say so myself.

It's base speed is the second highest in the game only out sped by Speed Deoxys

Wrong. IIRC, Speed Deoxys has LESS base speed. Similar to Defense Deoxys having less of BOTH defenses than Shuckle.

That picture is a copy of a picture from a how to draw manga book, the only thing different is the armor and he took out the little demon that the guy in the original picture was chasing.
It is still well drawn though
