Hexadecimal would think so. She's the one who made it. Roll, on the other hand, just hopes that her plan--pretend to defect to Hex in order to get Rock back--will work.

It's been a long time since I saw any episodes of ReBoot, but I do remember that Hex never failed to scare the piss out of me (I was about five then). So I dunno if Hex finding a way to materialize in RS-MM Land, taking over a small part of New York, and remodeling it as she sees fit would work.

Megaman makes it inside the main building (which looks nothing like the way it did before, inside or out) only to be captured; Hex decides to make him her pet and works on emotionally breaking him. (The purple stuff is supposed to be some force field thingy; I can't remember exactly what it was)

Bob manages to track down and travel to Hex's approximate location (materializing in the same way she did), but has no luck in getting close. In a stroke of bad luck, his attempts to go to the authorities for assistance gets him paired off with Proto.

...so how many canological gaffs does that make?

Rather than risk losing a black marker to colouring the background (real reason: laziness), I added one in Photoshop. I think it came out all right. :/
