It's colored pencils. It just looks like stippling because of the texture of the paper

Ah makes sense, I'm a little foreign to fancy paper since I'm a majority of the paper I use doesn't have texture... plus no way someone would have the patience to do stippling like this?? xD Wonderful drawing never the less!
