Technically Flash man doesn't even stop time, if logic were put into play, since that'd be messing with physics and even Dr.Wily or Dr.Light would have trouble properly creating a robot with the ability to stop time. Flash man probably emits a very strong EMP blast that completely renders the Robots immobile for a short time, which would probably be why a non-damaging move takes Quick man down to half energy.
