Well he´s suppoused to be Ruki from the Visual kei band The GazettE in their outfit of Guren (Wich means Crimson Lotus in english) It started as a fast draw for like 10 min. but with the flowers stuff it take a lot more than 10 minutes XDanyway I think it lloks like a bad Ruki´s cosplayer ):
