Hayate no Gotoku... it translates to something like "Hayate the Combat Butler"
It's an anime and a manga. You can read the manga over at [link] and it's read right to left, naturally!
It's about a boy named Hayate whose parents were really bad gamblers and tried to sell him to the yakuza (the japanese mafia of sorts) to pay off their debts. Hayate runs away and tries to kidnap a rich girl for ransom to get money, but he instead caused her to misunderstand and believe he's in love with her. Although he fails to abduct her, he ends up saving her from real kidnappers instead. Then she ends up saving him from the yakuza and he becomes indebted to her. To pay her back the large sum of money he begins working at her huge mansion and they go on crazy adventures later on.
(Geez, and that's just the simplified backstory...)
The girl in this picture is Hinagiku--the student council president at a rich school that Hayate and the girl Hayate tried to abduct (whose name is Nagi, I think) end up attending later on in the story.
