To make it more steampunk, it really depends on the details. The Victorian dress is a good base, and now all you need is the proper color combinations, notions and accessories.

I have another sketch where I was toying with the idea of buttons up either said of the bodice with the striped stomacher like section in the middle similar to this drawing. It's not as well done here but had a nice stripey, buttony, sailor look.
