This little creature caught my eye right away. I have never seen a critter like this before. For that, I commend your wonderful original idea. In regards of colours, style and design, as it stands, I think this a wonderful creature design. It definitely has a mythical/magical feel and I can easily see it in a game or animated series.
Technique, I think the texture you used on it, makes it look like fur or a soft hair covering the body. The shading and colour blending are also done well. The colours you used and how you blended them work well and add texture, contrast, definition and a bit of realism.
My only point of criticism for this would be the position that this creature is posed. From my perspective, it looks like the horns or frills protruding from it, are a bit lop sided. I presume, the large frills are meant to be going down the spine? But, they looks as though, they are coming from the other shoulder instead of down the spine. The ones on the other side facing the viewer, are smaller and can be seen clearly coming from the shoulder in full view.
Now, that could just be me and my perspective of it. But, aside from that, I think this is a really cool looking creature design.
