Thanks! I don't know how much help this would be, but here's a really WIP showing how I started the hair:
It's basically just 2 colors, light yellow base first, in the overall shape (so bangs + 2 pigtails) then add a dark reddish shadow where appropriate (make the pigtails look cylindrical and such). Everything else in the final image is just adding layers and individual strands of hair to the base you see here.

How did you get the textures?? I can never seem to get the strands and things the way you have.

That just comes with practice, I'm afraid XD
It might help to think of hair strands as ribbons that split apart at the bottom, and try to make sure that you have some ribbons overlaying others.
I also sometimes livestream my process, so keep an eye out for that, and maybe it'll help you more to see it in real time!
