Looks much like MMZ based.
I suppose that it would look even better if you would do the blue line in Paint.NET on a layer with GLOW channel, and another with ColorDodge.
Other than that, idea and whole image looks impressive!

Whoa. Sleek work with X here, I especially like the way the "Tron-Lines" came out. Not to mention the intricate design of his chestplate, helmet, and buster cannon are quite impressive.
