Those Dragon Balls were created by the Chaosmos and Chaosrealmer cultist after the original dragon ball templates were lost to time during the Great Cleansing conspiracy, other pages were left in the World of Color and other realms, while several were destroyed and forgotten during the Eldritch War, this Shenron was born and created in the Chaosrealm to maintain the gravity control of the realm into preventing from collapsing, this Chaosrealm Shenron is Tumult.

Like all Dragon Balls, it can grant a wish but when a wish was granted, it gives them an opposite version of that wish such as becoming the most powerful fighter which turns them into skin and bones for an example. But sometimes they can take wishes seriously such as given a new Super Saiyan transformation, Super Saiyan Chaos that is a dangerous variant of Super Saiyan from the wish of the World of Color's Dragon Balls after Super Saiyan Eldritch, Demon, and Fierce Deity.

"You gotta think for a moment before trying to reach those Chaosrealm Dragon Balls, Goku.
