Wasn't my character, so I don't know the exact specifics, but it had to do something with his movements and attacks being much more efficient under water, as well as being able to breath much like a fish ( which normal Guyvers cannot, they don't breathe much, but they still need air)

In the plot though, the unit was an experiment that never took off ( considering most units can handle underwater just fine)
