As a lolita myself, I have to tell you it ISN'T lolita. A good picture, yes, but the closest to Ero Lolita if anything. Even as ero, it WOULD need a petticoat and a blouse at the very least.
The picture is awesome! But it just isn't a good representation of lolita fashion. If you aren't a lolita, chances are you shouldn't be going around telling people "poo you" without some good research. It isn't lolita, okay? It doesn't mean its not a good drawing. Again, its a GREAT drawing!
Now if you can please hush up and not say "poo you"? That just makes you look stupid; and I doubt that's what you want.

Since you phrased the title as a question, the answer is no. She isn't lolita. 'Cosplay' would be her classification and it is highly frowned upon in the Lolita world. Try lolitafashion (google it) They have everything you need to know about Lolita.

She's showing just a little too much skin up top, she'd be classified as the Western styled "erololi". Which isn't really lolita. XD
