This is a guy - Heechul of Super Junior (Korean group). It's based off of his costume from the MV "U" (yeah, there's 13 people, but it's pretty easy to figure out which guy Heechul is. Hint: looks like a girl).Heechul is pretty darn awesome.
Look, you can tell how lazy I am...I don't even shade the hair or the clothes! I like the effect though. I'm so lazy.

Haha, no offense to Korean music lovers, but quite a few guys look like girls in those boy bands...It can be quite confusing.
