Luxray was honestly the challenging of the two because I do know that part of the details was that she was a queen, but I didn't know how to incorporate that into a design for a female Luxray. I was thinking of perhaps doing a gown, but a more physical attacker like Luxray would suit pants more, I'd feel. Pants like these in particular:

For Meganium, originally I was going to give him a shawl as a substitute for the flower, but after looking up some more clothes, I happened upon designs of a male Indian's wedding sherwani. Some of the designs look like flowers. In particular, this one was the inspiration for this Meganium's clothes:
