You're a big fan of Deidara hmm? XD Well,if you gonna cosplay as him you had to have blond hair. Or just wear a wig. And Gender is not a problem! many girls cosplay as boys it's usaual XD
And about the eyes color my eyes are black too. Anyway it just a small part.

What they said was correct. You're still young. I've never seen primary student(?) cosplay. Youngest cosplayer I know is highschool student also. And yeahh you can only wear it in events and your place. In my country, Thailand there are events every month. So we can wear it more often. I think cosplay is popular in Malaysia too maybe? But in Taiwan it's very famous XD

Anyways, that event could be for all series too, which means you could cosplay other characters if you like, only FairyTail cosplayers will be the main ones. I FELT SO DEPRESSED FOR NOT GOING HERE!
