Isn't that Great Tiger from "Punch-Out!!" in the drawing? I noticed by the pantaloons that he's wearing. Shantae is a half-genie, which is why she doesn't live in bottles or stuff like that. She's not able to cast magic, either. Also, the dances she makes allows her to transform into different animals and warp to different areas. The WiiWare version is just a rumor, but the creator himself can answer that: ~MattBozon .
