He's the Equestrian version of the Doctor, but that doesn't mean he's exactly same as the humanized Doctor. I mean, he's probably had different experiences than the BBC Doctor has (i.e. Doctor Hooves may not have met River Song in the MLP universe).

Because supposedly, she is one of Derpy's daughters. At least, that's what I know from all the fanfics that I've read. Every single one says that Sparkler is Derpy's daughter, so i put her in this picture.

The reason for this is, in Sisterhooves Social, she's seen racing alongside Derpy's fanon daughter Dinky. Adding Sparkler to the Hooves family was the fandom's response to this development.
