I'm not going to compliment this piece much. I'd rather tell you what's distracting me from enjoying this work as you intend.
Nonetheless I'll begin with what impressed me. You nailed proportion and scale of their general figures as they lay along the perspective. Their poses are relatively natural, if only a little stiff in the limbs and faces. Their body shapes appear consistently full.
Now the bash...
This drawing betrays a fixation on a technique of drawing whereby you are over-reliant on contours to define your shapes. What happens when you're overdependent on contour drawing is that your work looks like you drew it without looking (blind contour) and you were really good at it. This is actually a bad thing, because a drawing you obviously looked at isn't supposed to look like you didn't.
What would remedy this contour issue is a more sketchy approach. You don't have to be sketchy like me (I'm probably "too" sketchy) but you might get better results if you drew a line repeatedly, resulting in a composite shape that better defines the edge. You seem to lack the natural brushstroke acumen to nail a contour in one swipe, so you should explore sketching more.
You seem to be compensating, nonetheless, which is why I stated this seems to be done by somebody who really gets blind contour. You have a general understanding of space and the behaviors of solids in space. Their positioning is good and their posture is much better than the lines that represent them.
If it's an outlined style you're seeking (an element consistent in anime and cartoons), don't fall into the habit of making all the outlines the same width. You should explore varying the widths of lines.
I recommend you procure a wacom tablet (I've got an entry-level bamboo) and try drawing directly in Photoshop. Once you get a feel for a tablet it will surprise you how easy and handy the tools in Photoshop are. I use Painter, not Photoshop, so I don't know how versatile that pen tool is, but you should look into it. The ability to adjust lines might serve you well since you have some natural hand-wobble in the contours.

Nice work only I do not think that Kyouraku Shunsui would be as big as Komamura Sajii which is how he looks in this pic.

Using a ouse to paint with the photoshop is hard work! I know because I'm trying to use the mouse to pain as well.
