i have seen this in Birmingham...
(or at least one of them)
its striking and in reflection to the other "graffiti" in the area... it stands out.. it has enormous meaning!

near snow hill station there is an island (where pedestrians walk under the road etc). there was a set of sprays there... also by bread street (5 ways island) there was a set there... i know that the council agreed to some works but not all... it was part of a "Birmingham arts" statement.

I think there was one under the skate park in Lightwoods but I think it's probably been sprayed over or something by now:S
