Adobe Photoshop is a software haha you might want to do some research before asking questions. 
other info- Photoshop is not only a photo editing software it is also widely used as a digital painting software many of the deviations that have the most views and appear on the most popular page are digital paintings. Other software that you can use are Corel Painter (a singularly digital painting software) or GIMP. Gimp is free and would work extremely well for photomanipulation it is limited for digital painting but is still a good software.
Honestly i would recommend doing research to see what best suits your needs- just google away. Hope this helps darling. <3
