I'm gonna guess by the title it has something to do with sleeping. Ladybug is wearing a blindfold so perhaps the dust causes people to fall asleep. And I think since Ylva is technically a spiritual magical creature like Tikki and the costume cover 100% of Elisa's body the dust doesn't effect him somehow. As for why he's helping her probably a way to make up for attacking her or the akuma victim is one of his targets. Or Ladybug is just slowly getting through to him that killing every bad guy doesn't solve anything.
