At first glance, Lingjun doesn't look much like one of the Capitol's most trusted pilots. He's deceptively laid back, perpetually cheerful, and has a tendency to run his mouth. However, his immense natural talent with machinery and his artificially enhanced reflexes have made him indispensable to his superiors and ensures he gets first pick of Capitol missions more often than not. As a result, Lingjun is one of the few people in the Capitol who knows the precise location of the arena. He's flown retrieval missions for deceased Tributes for four years now, and death, especially random, violent death, has long since ceased to hold much meaning for him. Lingjun is something of an adrenaline junkie, fond of heights, breakneck speeds, and impossible stunts, and has been known to take more than a few recreational drugs in his time.

While Lingjun is superficially friendly to everyone he meets, he ultimately makes it a point to remain emotionally detached and views most people as little more than a curiosity to occupy his time. Gamemaker Yaravi Quispe Paucar is one of the few exceptions to the rule; during his off-duty hours, he can often be found bothering her at work, shopping for outfits with her, or making outrageous bets regarding her favorite ships. Lingjun is very much a believer in chance, with all the adherence to superstition that entails, but he's not above deliberately tipping the odds in his own favor when he can get away with it.
