Isolde Chen leads a more sedentary existence than her daredevil of a little brother. While he gets his kicks venturing outside the Capitol, she prefers the finer things in life: wine, women, and song, if you will.* Still, it takes a certain amount of political and financial savvy to enjoy life the way she does, and it's not unreasonable to believe she has more influence on the city than she would otherwise admit.

(Leon's sister hasn't shown up much outside of this OCT, except in the last one Leon was in, where she was....dead....so I decided she'd be alive in this one, haha. In her home canon she's a successful consulting engineer at a large firm and looks kind of like this ! Also I wanted to try my hand at Tang Dynasty meets Art Deco but in the end I got lazy and it just turned out straight up Tang Dynasty l m a o.......)
