It'd be an interesting fight. Both have ways of moving quickly and disorienting their opponents (Sand Grenades or Flashbangs) and keeping foes at a distance. Erron's got an edge in multiple types of weaponry to keep McCree on his toes and preventing him from lining up a Deadeye at full power. McCree would need to have to work Erron down enough to the point he could line up a killshot faster.

The funny thing is, in all realism, this is a fight between two men with lethal revolvers and known for being damn good shots. Realistically, it should only take a few seconds rather than a full-fight. Still...
Erron Black - "So for my special move, I shoot someone with a bullet with their name on it, literally. Then the bullet tears through their body, shattering multiple bones at once in a zig-zag pattern that defies all physics. What can YOU do?"
McCree - "It's high noon."
Erron Black - "What the hell does that-" BLAM!

Just kind of funny, it's like Snake vs. Fisher again. Those two are masters of the quick and accurate shot, and both are just as mortal as other man.
But it does boil down to one thing: does McCree win if he gets his Dead Eyes? I mean, it's either a wide open fighting area or they'd fight in some cowboy saloon.

If he gets it off. Thing is though he can't move while doing it, the target has to stay in his line of sight, the duration depends on how injured the target is, and there's nothing stopping them from shooting back.

He can move, just a little.
But in all honesty, there's no way they would do this fight and NOT have him do Dead Eyes; it isn't an assured win for him, but they aren't going to do a McCree fight without him doing his ultimate.
That's what the actual game is for, whiffing your ult.

He'd probably blow his first chance at using it since Erron has enough sense/experience in gunfights to shoot or run. It'd probably come back at the final moments of the match.

I'd put my money on Erron. He's got more weaponry in terms of firearms and throwables (plus a Netherrealm trap), WAY more experience due to his extended life, and the trick shots he's able to pull off are borderline supernatural. The one thing I'd say their both weak in (though mostly Erron since we've seen more evidence in story) is that their hand-to-hand skills don't stack up as well against other foes with superior strength or skills. McCree has is robo-arm, so that'd give him an edge at least. I'm not sure how much of a swordsman Erron black is with that Tarkatan blade, though it does provide a melee weapon that McCree lacks. Erron's shown to be beaten quite a bit in storymodes when he's not allowed to gun them down and has to engage them in hand-to-hand.

Here's something I've noticed in every Death Battle: no one EVER wins by shooting the other person. Go look at every Death Battle, the ability to shoot better, faster, more accurately is never taken into consideration. It doesn't matter if you have the better guns (Doomguy), or the fastest headshot in the world (Sam Fisher). No one wins by shooting, it always comes down to the other skills.
This was extremely noticeable in the Widow fight, because if Widowmaker cannot hit a stationary target (like when she could see through objects and shoot at Black Widow hiding behind something, but still manages to miss) or even once clip BW with her machine gun, it's obvious that Death Battle will not take into consideration that someone can just SHOOT the other person. (In fairness, if they did, gunfights would last a few seconds.) So if the two cannot just shoot each other, they're going to have to rely on their other skills.
That's kind of where this gets complicated and unfair, because Erron Black comes from a fighting game, and McCree comes from a shooting game. Of course Erron has the advantage there, he's the only one who has abilities and skills visible outside of shooting other than McCree's solid right hook. The only advantage McCree has is that he's survived when outnumbered, and Erron lost every fight he had in canon, but the latter can be chalked up as because the plot demands it.
Speaking of which, I wonder if the grenades McCree used in the short would count as his arsenal?

Mostly cause in their respective worlds they're strong enough to survive a few gunshots. And again, if they were to makes thing follow too close to reality the fights would be over too quickly. And actually...yeah, it kinda is. That's how they determined who would win between Green Arrow and Hawkeye. They compared the strength required to use their bows and all the insane feats of speed and archery to do so. That sorta stuff requires a lot more effort than guns which don't require as much muscle and focus to use by comparison since you have to account for more things when shooting an arrow over a bullet. And "Better" is subjective in a lot of cases.
Thing is though with all the different ways Erron's been shown to trick shot enemies from all sorts of angles, even if McCree took cover there is no guarantee that he'd be safe. You seen his Fatal Blow in 11? Plus in a shooting game the accuracy depends on the player. They have to go by the accuracy feats of the character in story. A character in-game is only as accurate as the person controlling them.
If they're something he took with him or had on him I don't see why not. Not like they don't count those movies.
