err... ms paint, flash, sai and photoshop...I can't draw straight lines to save my life so I use the line in paint that can be played with ;-;. you're amazing!

There's a line tool in Sai.... The only thing that's not there is a Shape Tool and a Text tool.... *v*

When you make layers, there is a kind of layer there with a pen (besides the normal layer that shows a blank piece of paper).

There are different tools in the linework layer than the normal layer...

I'm the linework layer, there is a Line Tool, Curve Tool, Color Tool, Pressure Tool, etc.
