for backgrounds like this I prefer not to use the color pencil (because the black color pencil is precious 
I just wrote about avoiding the paper texture ... you can observe the paper texture in this drawing much well
try to start drawing using basic shapes (perspective study might help)
it would be pretty useful while drawing stuffs like the scroll he has here ... (it'll help to make things look attached to the character ...)
