I have a little tip for you coloured pencils if you colour is circles rather in lines it comes on much smoother.

I like her design, even though the hair kind of reminds me of Sailor Venus
the dress is definitely love though. 
The only thing that seems to be is that she's got no ankles, they're a bit too thick.

I love the dress and you did a great job with making everything move as though a breeze was pushing her.
One tiny little crit: I think the hand on the left shouldn't have the thumb hidden partially behind the hand.
Other then that though, I like! Especially that poof of clouds!
